Job Title: Senior Manager (Contract) HKUST Guangzhou CampusJob ID: 4743Job Posting DetailsThe incumbent will be responsible for contract administration and cost control of the development works for the University campus in Guangzhou, i.e. HKUST (GZ). The appointee will be required to station and work in the Mainland, initially in Nansha, with occasional business travelling to Clear Water Bay Campus as required.Job Dutiesa. Ensure the campus development project goals are accomplished within a cost and design intent;b. Evaluate, review and monitor the entire project cost (development, construction and procurement) of the campus development;c. Prepare project running cost reports regularly as per the Council's requirements;d. Monitor all QS functions for project from tendering, estimation, handling claims, budget control, pre/post-contract administration, contract disputes, and final accounts;e. Manage and monitor consultants on the financial aspects/cost estimation of the projects;f. Engage counsel, as needed, to ensure contract compliance with appropriate laws and regulations in the Mainland;g. Prepare contractual documents and ensure that final documents (scopes, procurement and scheduling) are accurate & consistent with agreed project goals; maintain communications to ensure timely contract execution by the parties; and monitor and complete contract close-out, extension or renewal as appropriate.Requirementsa. A bachelor's degree or above in quantity surveying, construction management or related discipline; professional qualification (HKIE, HKIS, CIOB) is desirable; higher qualification in project management or business management is preferred;b. A minimum of 12 years' relevant working experience in multi-mixed and infrastructure development, among which a minimum of 7 years should be in progressive responsibility with quantifiable results in contract negotiation, administration and final account settlement; experience in managing R&D offices, university/institutional buildings, hospital, laboratory is an advantage;c. Hands-on experience in dealing with design consultants/local design institutes/contractors, contract administration of large scale projects, variation claims, cost planning and EOT assessment;d. Good computer literacy including Word, Excel and Adobe;e. Knowledge of statutory requirements, tendering requirements and contract laws, etc. in the Mainland;f. High proficiency in English and Chinese (Putonghua) and be able to read and write in simplified Chinese;g. Uncompromised integrity.This is a Mainland appointment and the appointee will be offered a contract by HKUST Mainland entity in accordance with the local labor laws and regulations.
